The Joint Project on “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State” is implemented by the Council of Europe, and co-funded by the European Union, the Republic of Turkey and the Council of Europe. As part of this project on 16 December 2020, an international webinar, first in the series on “Alternative Dispute Resolution Methods in French Administrative Judiciary System and Practices in Turkish Administrative Judiciary System” was held. 

Around 150 participants, including representatives of the Council of State, the Court of Accounts, the Council of Judges and Prosecutors, the Ministry of Justice, the Union of Turkish Bar Associations, the Ombudsman's Office, the Presidents and Members of the Regional Administrative Courts and the Pilot Courts, the Administrative and Tax Judges, the Representatives of the Turkish Bar Association, the Ombudsman's Office and the Presidents and Members of the Regional Administrative Courts and the Pilot Courts, the Administrative and Tax Judges, the Representative Judges participated in the webinar with great interest.

Prof. Sabine Boussard and Assoc. Prof. Karine Gilberg expressed her experience and introduced the Alternative Dispute Resolution (ADR) approaches in pre-litigation proceedings and during litigation in the French Administrative Justice System. The webinar continued with a Q&A session moderated by Balcıoğlu Selçuk Ardıyok Keki Attorney Partnership (BASEAK) of counsel Dr. Yusuf Sertaç Serter, when international Council of Europe consultants answered wide range of questions from the Turkish participants; several presentations were also made on ADR practices in Turkish Administrative Justice system by Assoc. Prof. Selami Demirkol, member of the Council of State; Assoc. Prof. Nilay Arat, CoE National Consultant, Mr. Hakan Öztatar, Director General of Legal Affairs of the Ministry of Justice; Mr. Metin Engin, Head of Department in Directorate General of Legal Affairs; and Mr. Abdürrahim Taş, Seconded Judge in Mediation Department in the Ministry of Justice.
