On 15 May 2025, Assoc. Prof. Dr. Emin Köksal took the floor during the 20th Applied Competition Law Seminars, hosted by Istanbul Bilgi University, as part of the regular events organized by the Centre for Competition Law and Policy. His presentation, titled “A Quarter-Century Analysis of TCA's Infringement Decisions: An AI-Powered Review” unveiled the first data-driven map of more than 3,000 infringement decisions given between 1997 and 2025.

The research team built a detailed codebook and used large language models to analyze every publicly available decision. The objective was to test long-standing assumptions about enforcement priorities, sanction trends and sectoral hot-spots—rather than accepting them at face value. 

This pioneering study not only sheds light on the evolving landscape of competition enforcement in Türkiye but also sets the stage for a new era of evidence-based policy discussions powered by artificial intelligence.
